One Master, Many Markets: How Animation Budgets Really Work in MENA

Very few commissioned animations in this region live in one market. A film is approved centrally, then adapted for a string of countries with different languages, different media rules and different partner logos on the end frame. Buyers who budget for the master and treat the versions as an afterthought end up paying twice, because versioning that was not designed into the build turns into a rebuild.

Write the rollout into the brief on day one. List every market, every language, every runtime you will need and every end card variation. A studio that knows the full picture before it starts will design the animation so that text, logos and timing sit on separate layers with room to breathe. A studio told after delivery will hand you a flattened file and an estimate.

Arabic Adaptation Is a Rebuild, Not an Export

The second language version is where schedules die. Arabic runs right to left, so a layout that enters from the left has to be reconstructed rather than mirrored, and any beat timed to a word appearing has to be retimed because the line length changes. Connected letterforms mean a licensed typeface with the weights you need, chosen before the style frames are approved rather than substituted at render time. Numerals, dates and currency all follow local convention and no template applies that on its own.

Voice is a second layer again. A script written in English and translated line by line produces a track that sounds imported, so budget for adaptation and for a native reviewer who signs off the recorded take rather than only the written script. Ask each candidate whether an Arabic speaking animator works in the building or is hired per job, because the answer changes both the schedule and the number of revision rounds you should expect.

Approval Chains Are Longer Than the Production

In most regional programmes the animation itself is the short part. What takes the time is the sequence of approvals: the brand owner, the regional office, the local distributor or franchise partner, sometimes a government or sector regulator, and in several markets a formal review before a piece can be broadcast or placed outdoors. Each named approver is a potential week, and they rarely run in parallel.

Map the chain before you agree a delivery date and put the names in the schedule. Work backwards from the air date rather than forwards from the kick off. Ask which stages the studio can compress by adding people, because some can be parallelised and animation review cannot.

Regional Media Means Regional Technical Specs

Where the work will play changes what you commission. Large format outdoor screens along arterial roads and inside malls have their own dimensions, duration limits and brightness behaviour, usually with no sound. Event and conference screens are frequently assembled from panels with an unusual pixel layout supplied by the venue. Broadcast delivery across MENA still involves multiple standards and multiple compliance forms. Social placements need vertical framing with safe areas and subtitles that carry the message in silence.

Collect the specifications from the venues and media owners before the studio starts, and have every cut down version quoted as part of the original job. A late change to frame size is a re render, a late change to duration is a re edit, and both land at the point in the calendar where you have the least room.

Who Holds the Master Files After the Campaign

Regional programmes change hands. Agencies are re pitched, local partners rotate, brand teams move. The asset that survives all of that is the editable project, not the exported file, so make the handover a contractual deliverable: layered source projects, rigs and turnarounds, fonts with their licences, the Arabic type licence specifically, audio stems, and a written note of anything licensed to the studio rather than to you.

Store the animation archive somewhere the brand owner controls rather than in an agency account. The most expensive version of this mistake is discovering that a campaign you want to refresh for a new market exists only as a rendered file held by a supplier you no longer work with.

Usage Terms Travel Badly Across Borders

A quote for animation covers the frames and little else. Voice performers, music and stock elements are licensed separately for a defined media, territory and term. A regional programme quietly breaks all three, because a piece cleared for owned channels in one market gets pushed into paid social in another and then onto a cinema screen for a launch event. Nobody notices until a renewal notice arrives or a performer's agent does.

State the full intended usage in the brief so it is priced once. If the piece is meant to run indefinitely, ask for a buyout in the first conversation. Commissioning an original track is often simpler than clearing a familiar one across the territories you actually need.

Briefing Studios for a MENA Rollout

Send an identical document to every candidate: master animation format, language list, market list, runtimes, placements, approval chain, usage term, handover list and delivery date. Compare the questions that come back rather than the price on the front page. A team that asks who signs off in each market has run a regional programme before.

Where the work crosses disciplines, evaluate them separately: social teams for platform native cut downs, communications agencies when the piece supports an announcement, and design studios when the identity the animation depends on does not exist yet. If part of the work belongs in a specific market rather than a regional brief, compare a city level shortlist such as Dubai or Cairo on the same scope. Verified profiles and client feedback are in the studio directory, and you can put one brief in front of several studios at once.
