Ukraine Public Relations and Crisis Agencies

Communications in Ukraine operate under wartime rules

Any plan written for this market has to start from the legal and physical conditions journalists work in. Martial law restricts what may be published about military positions, strike locations and defence infrastructure, accreditation governs access to certain areas and events, and reporters apply those limits to corporate material as well as to their own reporting. A press release that casually identifies a facility, names a site or illustrates a location can put people at risk and will be declined by responsible newsrooms.

The practical rule is that geography, logistics and security details are reviewed before anything is drafted. Agencies with operating experience treat this as standard practice: photographs checked for identifying detail, plant locations described generally, timing of announcements considered against the security situation. A consultancy that does not raise this in the first meeting is working from a peacetime playbook.

Messaging channels carry the news before newsrooms do

Audience behaviour shifted decisively toward subscription-based messaging channels, where official announcements, regional alerts, news summaries and commentary arrive in the same feed. Broadcast consolidated during the war into a narrower national offering, and while online publications remain influential, a large share of the population now encounters news first as a short post rather than as an article.

For a brand, this changes both distribution and risk. Distribution because the people who run influential channels are not conventional journalists and are approached differently; risk because a claim taken out of context spreads through those channels faster than any correction. Ask a prospective partner which channels they can work with, how they verify audience quality, and how they would counter a false claim circulating in that environment. Answers about press release distribution alone indicate an outdated model.

Language law and the register that reads as credible

Legislation on the state language governs the language of media, advertising, service provision and customer-facing materials, and compliance is a routine part of campaign preparation rather than an optional courtesy. Beyond the legal requirement there is an audience expectation: Ukrainian-language communication signals commitment, and material that arrives in another language reads as indifference regardless of intent.

Tone carries as much weight as language. Promotional exuberance lands badly against the current backdrop, while communication that is specific, useful and restrained is received well. Companies that continue to operate, pay salaries, invest or support communities have a legitimate story, and the way to tell it is plainly, with verifiable detail and without turning hardship into a marketing device. An agency that pushes you toward emotive campaigning in this environment is misreading the audience.

Reconstruction, donors and institutional audiences

A significant part of the commercial and communications agenda involves international financial institutions, development agencies, donor programmes and the procurement processes attached to them. Companies in construction, energy, logistics, agriculture, healthcare equipment and infrastructure are frequently talking to those audiences as much as to consumers, and that work resembles public affairs more than media relations: position papers, briefings, event participation, evidence of compliance and governance, and consistent presence in specialist coverage.

Due diligence expectations are correspondingly high. Counterparty screening, sanctions checks, beneficial ownership transparency and anti-corruption controls are questions your communications will be asked to support with evidence. Ask whether a prospective agency has worked with institutional clients and how they prepared material that survives that level of scrutiny.

An export technology sector that sells abroad from here

The software and engineering services industry continued to deliver through the war and is one of the country's strongest commercial stories, but its buyers are overseas. For those companies the domestic press is largely irrelevant to revenue, and the communications job is to reach foreign technology and industry media, analysts and procurement audiences with evidence about continuity, redundancy, data protection and delivery track record.

That is a different retainer from a domestic consumer programme, requiring English-language writing to foreign newsroom standards and relationships outside this market. Some local consultancies do it well, others describe it optimistically. Ask for recent placements broken down by country and by publication type, and ask which reporters they have briefed personally in the past quarter.

Operating realities that affect every schedule

Air alerts interrupt filming, interviews, events and approvals without notice. Power interruptions affect production and publication schedules, and teams work with backup power and connectivity arrangements that need to be stated in a contract rather than assumed. Curfew hours constrain evening events, and staff may be distributed across several cities or abroad, which changes how quickly a decision can be made.

None of this prevents professional delivery, and the agencies working here have adapted with redundancy built into their processes. What it does mean is that your contract should address continuity explicitly: who deputises when the lead is unreachable, how approvals move when connectivity fails, and what happens to a scheduled launch when the security situation changes on the day. Written answers to those three questions are a reliable way to distinguish firms with genuine operating discipline.

Verification pressure and the cost of a careless claim

The information environment is contested, fact-checking initiatives are active and audiences are unusually alert to manipulation. That makes unsupported claims expensive: an exaggerated statistic or a vague sustainability assertion will be challenged publicly, and the correction costs more attention than the original claim earned. It also means brands are occasionally targeted by deliberately false material, so a monitoring and response protocol belongs in the retainer rather than in an appendix.

Agree in advance who verifies claims before publication, how a false story is escalated, how quickly a rebuttal can be issued and in which channels. Ask each shortlisted firm to describe a disinformation incident they handled and what they learned from it.

Scoping and judging a PR retainer in Ukraine

Name the consultants and the share of their week you receive, and require notice before substitution. Set cadence in journalist and channel conversations rather than documents produced. Require paid placements to be disclosed at cost and labelled in reporting, and treat guaranteed coverage promises as disqualifying. Fees here buy substantial senior experience, and protecting that seniority contractually is the main way to keep the advantage real.

Judge results by commercial and institutional signal rather than volume: qualified enquiries citing a specific article, invitations to donor or industry forums, partner conversations opened after coverage, recruitment interest, and visibility for the terms your buyers search. Because those outcomes depend on more than earned media, programmes are commonly scoped alongside a digital marketing team in the same market, a search visibility partner or a local development team handling the destination coverage sends people to.

Choosing between public relations agencies

Send one identical brief to three firms and compare interpretations rather than credentials. Ask for two examples in your category, including one that did not work. Ask how they handle security review of assets. Ask who approves a statement when the lead is unreachable. Ask what they would refuse to publish on your behalf.

The broader public relations agency directory shows how firms present specialisms across markets, which is useful context before the first meeting. When your shortlist is ready, request proposals on identical terms so the decision rests on scope, seniority and process.
