10+ Software Development Companies in Morocco

For a French, Belgian or Spanish company, hiring a development team in Morocco is a nearshore decision rather than an offshore one. The working day is effectively the same as at home, the business language is French, flights are short, and the legal and administrative vocabulary will feel familiar because it grew from the same civil law tradition. This page sets out what that similarity gets you, and the handful of local specifics that decide whether an engagement runs smoothly.

Why francophone buyers shortlist Morocco first

The engineering schools here, ENSIAS, EMI and INPT among them, teach in French and produce graduates who write specifications, Jira tickets and commit messages in it without a second thought. For a client whose own product documentation, legal terms and customer support all run in French, this removes an entire category of translation friction that an English speaking supplier market cannot remove at any price.

Spanish is widely spoken in the north, and English is common among younger engineers but uneven across a whole team. That asymmetry is the single most important screening question for an English only buyer: insist on a written technical exchange with the actual developers, not a sales call with a bilingual account manager, before you sign anything.

The offshoring regime and what it means for your invoice

Successive governments built dedicated offshoring zones, Casanearshore and Technopolis among them, alongside the Casablanca Finance City regime and a favourable tax status for companies that export their services. That is why so many suppliers here are structured specifically to serve foreign clients. Two practical consequences follow.

• The dirham is not freely convertible, so exporting suppliers normally invoice in euro through a designated foreign currency account. Expect euro pricing and confirm the account details belong to the contracting entity rather than an individual.
• Because the tax status depends on export turnover, a supplier serving mainly domestic clients may quote differently from one built for foreign work. Ask what proportion of their revenue is export business; it tells you how accustomed they are to foreign contracting norms.

Payment terms tend to be conservative, with a deposit up front and milestone billing. That is normal practice rather than a warning sign, but tie each milestone to something you can inspect yourself rather than to a calendar date.

Ramadan, the working calendar and delivery planning in Morocco

This is the local fact most likely to surprise a first time buyer, and it is entirely manageable once known. During the fasting month, official and private sector working hours shift to a continuous shorter day, often ending in the early afternoon. Output does not collapse, but the shape of the day changes and afternoon meetings disappear.

The month moves earlier each year against the western calendar, so it will not fall in the same season two years running. Ask the vendor for the adjusted hours in writing at contract stage and plan any launch, migration or heavy release either side of it. The clock also shifts for the duration of the month, which changes your overlap window; a European buyer used to a shared morning may find the local afternoon disappears. Religious holidays that follow the lunar calendar move for the same reason, so a fixed annual delivery plan drafted abroad will be wrong.

What the local market builds well

The supplier base skews towards service delivery for foreign clients rather than home grown product companies, which shapes capability. Expect strength in business applications, customer portals, banking and insurance front ends, telecom support systems, integration work and managed development teams that extend a client's own department. Digital public services and payment integration for the domestic market are also well covered, which matters if you are selling into the country rather than just building here.

Expect less depth in specialised research fields and in consumer products with large scale traffic engineering behind them. If your brief is essentially a consumer application, compare a general software house against the firms listed under mobile app companies, which is a different discipline.

Data protection and where your information lives

The national data protection law requires personal data processing to be declared to the CNDP, the national supervisory authority, and transfers abroad need its authorisation. For a European client the practical question runs the other way: your GDPR obligations follow the data, and this country is outside the union, so you need an appropriate transfer mechanism and a written processing agreement. Most established suppliers have handled this before and will produce their standard clauses; read them rather than assuming.

Decide early where code, backups and any production data actually sit. Hosting inside the union while the team works from here is a common and clean arrangement, and it removes most of the argument before it starts.

Cost, seniority and the trap of the low day rate

Rates sit well below western continental levels and above the cheapest global markets, which is exactly why nearshore works. The trap is comparing day rates without comparing seniority mix. A quote built on junior developers supervised by one architect will look attractive and will move slowly, because the work that decides a project is the design work, not the typing.

Ask for the composition of the proposed team by experience, ask who makes architectural decisions, and ask what happens when that person is on leave. Ask to see a code sample from a comparable project. Portfolio screenshots tell you nothing about whether the system underneath them can be maintained.

Practical steps to a shortlist

Write the problem down before talking to anyone, including your language requirement, where data must live, your fixed dates and the months you cannot afford disruption. Send the same document to every candidate so the proposals are comparable. Ask each one to challenge an assumption in it; the answers separate contractors from advisers quickly.

If brand and communication work sits alongside the build, the local social media agencies and local SEO agencies listings cover that side separately and usually cheaper than adding it to a development contract. To weigh this market against other nearshore options, use the software companies index, then request proposals from verified firms once your requirements are settled.
