Software Development and IT Companies in Beijing

What Beijing Sells: Enterprise Depth and Research Bench

The capital's software industry was built on institutional customers. Banks, insurers, telecom operators, ministries and state-owned groups buy large, long-lived systems, and the firms that serve them have spent years on requirements documents, formal acceptance, tender processes and integration with systems that nobody is allowed to switch off. Around that core sits the densest concentration of research talent in the country, fed by Tsinghua University, Peking University and the Zhongguancun cluster around them, and by the research arms of the large platform companies.

For a foreign buyer, that combination points at two credible reasons to hire here. The first is complex back-office and transactional engineering: core systems, data platforms, reconciliation, reporting, workflow engines that have to satisfy an auditor. The second is applied machine learning, where the local hiring pool is deep and the cost of a strong research engineer is far below the equivalent in Western markets.

The corresponding weakness is cultural rather than technical. Teams trained on tender-driven procurement are excellent at delivering a written specification and less comfortable with a vague brief that is meant to evolve. If your product direction is still moving, you need to buy discovery explicitly and pay for it, rather than assuming the supplier will push back on requirements they were handed.

Hosting, Filings and Where Your Data Will Physically Sit

This is the part that derails schedules. Anything served to domestic users from domestic infrastructure requires an ICP filing tied to a licensed local entity, and a foreign company generally cannot hold that filing on its own. The filing takes weeks, it is attached to a specific domain and a specific hosting provider, and it has to be in place before launch rather than after. Decide in the first conversation whether your supplier is arranging this, whether a local partner entity is involved, and what happens to the filing if you change suppliers later.

Personal information rules are the second constraint. Under the Personal Information Protection Law, data collected from domestic users is expected to stay on domestic infrastructure, and moving it abroad triggers formal obligations that scale with the sensitivity and volume involved. In practice this pushes most products towards a split architecture: a domestic deployment with its own database and a separate instance for everywhere else, synchronised only at the level of aggregated reporting. That decision changes your cost model, so make it during architecture rather than after the first audit question.

Write down, in the contract, which environments hold customer records, who holds administrative credentials, and what the supplier must do on termination. Keep the production accounts in your own name wherever the filing allows it, and treat exported database dumps as a deliverable you are entitled to on request.

Your Collaboration Stack Is Part of the Scope

Foreign buyers routinely assume that the tools they use every day will be usable by the delivery team, and then lose a fortnight to it. Google Workspace is not reachable at all without a corporate network link, and services such as Slack, GitHub, Notion and Figma range from slow to intermittent depending on the day and the office. The fix is boring and effective: agree the toolchain in writing before kickoff, pick services the team can actually reach, and accept a mirrored repository if that is what keeps commits flowing.

The same logic applies to how the team talks to you. Written English is generally stronger than spoken English among engineers, and the account lead is often the only person who is genuinely comfortable on a live call. Push decisions into written tickets and design documents, ask for diagrams rather than prose where the concept is structural, and schedule fewer, longer calls with a prepared agenda instead of daily stand-ups that produce very little.

Internal coordination happens on WeChat and DingTalk rather than in your project tool, so ask how decisions made there get reflected back into the tracker you can see. If the answer is that they do not, you are going to be surprised at acceptance.

Contracts, Invoicing and the Language That Governs

Expect a bilingual contract and expect a clause naming which version controls. Read the one that controls. Domestic courts will work from the local-language text, and a sloppy translation of your assignment or confidentiality clause is worth nothing when it matters. Have the version that governs reviewed by counsel who reads it natively, not by a machine translation of the version you drafted.

Intellectual property assignment must be explicit. Rights in commissioned work do not simply follow payment, and the clause needs to reach the individuals doing the work as well as the company employing them. Where the supplier contributes pre-existing framework code, name it, license it perpetually and irrevocably for your use, and make the delivery of build scripts and environment configuration part of acceptance rather than a favour.

On money, foreign payments involve documentation that the supplier's bank will require under State Administration of Foreign Exchange rules, and the fapiao issued locally is a controlled tax document that some buyers need for their own accounting. Confirm who issues it, in which entity's name, and in which currency. If the supplier proposes billing through an offshore vehicle, understand that this is often done for exactly this reason, and check that the entity signing your contract is the entity that employs your engineers.

The Spring Festival Is a Planning Constraint, Not a Day Off

The lunar new year takes the industry offline for substantially longer than the official public days. Staff travel across the country, many take additional leave around it, and a meaningful share of engineers change employers in the weeks that follow, because bonuses are traditionally paid before the break. Any plan with a milestone in that window is fiction.

Two practical responses. First, front-load the risky work so that nothing critical lands in the first quarter of the calendar year. Second, ask the supplier what their turnover looked like after the previous break and how they handle backfill, then write a clause requiring named key personnel and a notice period before they are rotated off your account.

Choosing Between a Systems Integrator and a Product Team in Beijing

The two supplier types here look similar in a proposal and behave nothing alike. Integrators are large, process-heavy and dependable on a fixed specification; they will staff a pyramid and bill it, and their strength is finishing something complicated on a schedule. Product teams are smaller, closer to the platform ecosystem, faster on iteration, and far more dependent on a handful of individuals. Decide which failure mode you can tolerate before you compare prices, because the cheaper quote usually belongs to the type that is wrong for you.

Whichever direction you pick, buy a small paid phase first: a written architecture, the filing and hosting plan, and one working slice end to end. Ask for a reference you selected rather than the one offered, and ask specifically what the handover documentation looked like when that engagement ended. If the product has to look right for a Western audience as well as work, treat that as a separate skill and compare against dedicated interface design teams rather than assuming it comes bundled.
